Two Islamic <span class="yshortcuts" id="lw_1375659827367_7">shrines</span> were damaged by <span class="yshortcuts" id="lw_1375659827367_4">bomb attacks</span> in Egypt's <span class="yshortcuts" id="lw_1375659827367_1">Sinai Peninsula</span> on Sunday, the state news agency said, in a region where <span class="yshortcuts" id="lw_1375659827367_3">Islamist militants</span> have stepped up attacks against the state since the army deposed <span class="yshortcuts" id="lw_1375659827367_2">President Mohamed Mursi</span>.</p> <p> One of the shrines targeted was near the North Sinai town of Bir el-Abd, and the other was in the area of el-Maghara farther south. Both were badly damaged.</p> <p> Often dedicated to saints or descendants of the Prophet Mohammad, such shrines are forbidden according to the puritanical Islamic vision of the militants operating in the area.</p> <p> Militants mostly based in <span class="yshortcuts" id="lw_1375659827367_6">North Sinai</span> have escalated attacks on security forces and other targets since July 3, when the army deposed Mursi of the Muslim Brotherhood and installed a new government in response to mass protests against his rule.</p> <p> The militants have struck on an almost daily basis and killed around three dozen people, according to medical officials. Or it will cost way more. It depends who you ask.</p> <p> Residents of states that have embraced President <span class="yshortcuts" id="lw_1375479637920_1">Barack Obama</span>'s <span class="yshortcuts" id="lw_1375479637920_8">healthcare reform</span>, including <span class="yshortcuts" id="lw_1375479637920_5">New York</span>, California and Oregon, will save on health insurance, officials there say. In Indiana, Florida, Ohio and Georgia, where opposition to the healthcare law runs high, residents will suffer an unprecedented spike in costs, according to the states' insurance departments.</p> <p> Fueling the divide is the creative use of statistics by <span class="yshortcuts" id="lw_1375479637920_7">states</span> to support their political stance on Obamacare. And because there is no standard for how to compare premium prices for the new insurance plans, it is easy to turn the numbers into a political football, actuaries, exchange officials and health economists say.</p> <p> "So much of what we are reading about these days is part of the ... back-and-forth of 'it's a disaster' or 'it's really going to be nirvana for consumers,'" said Jon Kingsdale, former head of the <span class="yshortcuts" id="lw_1375479637920_9">Massachusetts Health Connector</span> insurance exchange and a managing director at the Wakely Group healthcare consultancy.</p> <p> "For consumers, the real helpful information is going to come in October when they can get on the exchange and look at the full comparisons," Kingsdale said.</p> <p> Enrolling enough consumers is key to making the healthcare overhaul work economically, with price considered the most important factor driving enrollment, according to insurance industry surveys.</p> <p> "There is not necessarily one best way to do this," said Cori Uccello, an actuary who works as a fellow for the American Academy of Actuaries. "What is important when looking at these comparisons is understanding what the before and after are representing."</p> <p> None of the figures account for the substantial government subsidies that are expected to apply to a majority of the uninsured who enroll next year. Also missing from the conversation is the makeup of each plans' doctor networks, the out-of-pocket costs like deductibles and co-insurance, and the exact premiums by age or location.</p> <p> The Obama administration is counting on signing up 7 million uninsured Americans in the first full year of reform through the state exchanges, including 2.7 million younger and healthier consumers who are needed to offset the costs of sicker members.</p> <p> STATE BY STATE DEBATE</p> <p> States and the federal government are beginning marketing and education campaigns this month to win over the uninsured. At the same time, Obamacare's opponents are increasing calls to roll back the program. A government deadline this week to submit health plan prices for review has played into the battle, as individual states announce how prices are shaping up.</p> <p> New York Governor Andrew Cuomo, a Democrat, said last month that prices for top-of-the line "platinum" and "gold" insurance plans would fall more than 50 percent compared to what individuals are paying for insurance they bought directly this year.</p> <p> New York's insurance rates are currently among the highest in the country. The estimated decline in rates is based on an expectation that the number of New Yorkers who buy individual health plans will balloon from 17,000 people to 1 million in the next few years as the <span class="yshortcuts" id="lw_1375479637920_4">Congressional Budget Office</span> has forecast, the state said.</p> <p> Republican-led <span class="yshortcuts" id="lw_1375479637920_6">Indiana</span> swung the opposite way, saying insurance costs would rise by 72 percent in 2014 compared with 2012. Indiana added to its model costs such as deductibles, prescription rates and co-insurance or co-payments, the only state that appears to have done so.</p> <p> The federal government has also entered the fray, saying that prices in 10 states and Washington, D.C., on average will be 18 percent lower than what the Congressional Budget Office estimated for the mid-range or "silver" plans.</p> <p> To get to the 18 percent figure, the Department of Health and Human Services compared proposed premium prices with a figure derived from a forecast by the CBO, the non-partisan research arm of Congress. HHS used the CBO forecast of an annual premium of $15,400 in 2016 for a family, and divided by 2.7 people to arrive at an estimate for an individual in 2014.</p> <p> Douglas Holtz-Eakin, a former head of the Congressional Budget Office, says the HHS report relies largely on data from states taking an active role in implementing Obamacare, suggesting that the government has cherry-picked the results.</p> <p> "It's not a random sample. It's from states that have set up their own exchanges and are sympathetic to the cause," said Holtz-Eakin, who now heads the center-right American Action Forum.</p> <p> HHS declined to comment on the various ways that rate data are being presented. In the study, it said it aimed "to move from theoretical arguments to data-driven analysis."</p> <p> But many observing the cost debate say that too many unknowns remain to say if the estimates are right - or wrong.</p> <p> "I don't know whether this 18 percent is right or not," said Jay Angoff, a lawyer at Mehri & Skalet who previously worked at HHS as director of the Office of Consumer Information and Insurance Oversight, referring to the HHS report. "There are other factors than actuarial analysis that affect the rates. (Pixel tracking is one way that users are followed on the web by advertisers.)</p> <p>What's interesting about the choice of Turn is that the company is best-known as one of the adtech world's largest "demand-side platforms" (DSPs). A DSP is basically an ad-buying system, in which clients buy inventory in a real-time bidding auction. The inventory is usually triggered by tracking cookies, so buyers can target people by their apparent interests as indicated by their web surfing history.</p> <p>Turn is a major player inside FBX, Facebook's cookie-driven, RTB ad exchange.</p> <p>At Foursquare, a users' interest will, obviously, be inferred from their check-in. The innovation here ? if the implication in the ad sales pitch deck is correct ? is that the ad will be triggered by the check-in as opposed to a cookie. Under baseball's Joint Drug Agreement, suspensions for violations not caused by a positive test are effective on the third business day after the discipline is issued ? another sign pointing to a Friday announcement.</p> <p>Three-time MVP <span class="yshortcuts" id="lw_1375285157483_3">Alex Rodriguez</span> of the <span class="yshortcuts" id="lw_1375285157483_6">New York Yankees</span> stands to receive the longest suspension. While 50 games is the standard for a first offense, the stiffer penalties for some players are tied to other alleged violations, including not being truthful to MLB investigators.</p> <p>Three 2013 All-Stars could face bans: Texas outfielder Nelson Cruz, San Diego shortstop Everth Cabrera and Detroit shortstop Jhonny Peralta. In a sign Peralta's suspension might be imminent, the Tigers acquired shortstop Jose Iglesias from <span class="yshortcuts" id="lw_1375285157483_9">Boston</span> on Tuesday night as part of a three-way trade with the Chicago White Sox.</p> <p>Another 2013 All-Star, Oakland pitcher Bartolo Colon, was suspended last year following a positive testosterone test, as were Toronto outfielder <span class="yshortcuts" id="lw_1375285157483_2">Melky Cabrera</span> and San Diego catcher Yasmani Grandal. They won't receive additional discipline for that violation, the two people said.</p> <p>Yankees catcher Francisco Cervelli and Seattle catcher Jesus Montero also have been linked in media reports to Biogenesis, a closed Florida anti-aging clinic that was accused by Miami New Times in January of distributing banned performing-enhancing drugs.</p> <p>Melky Cabrera was the 2012 All-Star game MVP while with San Francisco and Colon won the 2005 AL Cy Young Award with the Los Angeles Angels.</p> <p>Players who don't reach agreements can ask the players' association to file grievances, which would lead to hearings before arbitrator Fredric Horowitz. Discipline for first offenders under the drug agreement usually is not announced until after the penalty is upheld, but there is an exception when the conduct leading to the discipline already has been made public.</p> <p>In addition, MLB may try to suspend Rodriguez under its collective bargaining agreement instead of its drug rules, which would lead to the suspension starting before the appeal.</p> <p>Milwaukee outfielder Ryan Braun was the first player to reach an agreement with MLB. The 2011 NL MVP accepted a season-ending 65-game suspension last week. Braun tested positive for elevated testosterone in October 2011, but a 50-game suspension was overturned the following February by an arbitrator who ruled Braun's urine sample was handled improperly.</p> <p>Rodriguez faces the harshest penalty. Authorities have said Martinez was a homeless, unemployed laborer who got around on a bike and had been seen previously carrying a bat.</p> <p>Nineteen-year-old Vincent DeSario, died two weeks after being struck in the head.</p> <p>He and two friends had been walking along a Wildwood street when one of them tripped, causing them to laugh. Witnesses say Martinez angrily approached the group and swung the bat, hitting DeSario.</p> <p>Martinez was sentenced Tuesday. This means one of America's most famous department-store chains is now owned by a Canadian business, and it also means Saks will soon expand into the Great White North.</p> <p>The chain's new owners plan to build Saks Fifth Avenue locations and its Off Fifth outlet stores throughout Canada, according to Dealbook. These stores will join Saks's other international outposts in Mexico, Dubai, Bahrain, and Kazakhstan.</p> <p>"We are excited about what this opportunity and being part of a much larger enterprise can mean for the future of the Saks Fifth Avenue brand," said Saks CEO Steven Sadove in a statement.</p> <p>Technically, Saks still has a 40-day "go-shop" period, during which it can still entertain other offers before officially becoming part of Hudson's Bay. The tight end crumbles to the ground, causing a synchronized gasp to echo throughout the stadium, and yellow flags paint the field.</span></p><p class="ui-droppable"><span>The officials quickly meet and conclude?well, speculate feels more appropriate?that the safety targeted the defenseless player who still remains down on the turf.?</span>At that moment, the defender knows exactly what?s coming. His body language speaks volumes.</p><p class="ui-droppable"><span>His arms fall limp to his sides; his head bows in disgust. The lead official approaches, reaching into his pocket as he maneuvers toward the guilty player, and he reveals a yellow card.?</span></p><p class="ui-droppable">He lifts it to the sky and boos rain down.</p><p class="ui-droppable">The 15-yard penalty is assessed as the tight end is helped to the sideline?returning a few plays later. The safety stays in the game knowing the room for error is now none.</p><p class="ui-droppable"><span>?It?s a total hypothetical,??</span>said Northwestern head coach?Pat Fitzgerald, when asked about a solution he brought up at Big Ten Media Days. ?I?d rather warn the player, telling him this is not the hit we want in football.?</p><p class="ui-droppable"><span>Hypothetical or not, he?s onto something. And if yellow cards aren?t the answer, at least the possibility of a new, bold idea is being discussed.</span></p><p class="ui-droppable"><span>The new targeting rule?in which players can be ejected immediately for hitting defenseless opponents above the shoulders?was the talk of the conference media day circuit. At some point, each coach in the country was asked to provide their input.</span></p><p class="ui-droppable"><span>While most did little to offer up soundbites beyond ?whatever is in the best interest of the kids? or ?we?ll see,? a few took notable stances.</span></p><p class="ui-droppable"><span>Stanford head coach David Shaw was one of the few to strongly defend it, according to NFL.com?s Dan Greenspan, saying, ?College football needs the rule, just like the NFL needs the rule.?</span></p><p class="ui-droppable"><span>On the opposite end of the reaction spectrum, Nebraska?s Bo Pelini and Washington State?s Mike Leach stated their concerns. Each coach expressed his displeasure, especially when pressed on the possibility of Jadeveon Clowney?s hit on Vincent Smith suddenly being worthy of an ejection.</span></p><p class="ui-droppable">Leach, via Howie Stalwick of Scout.com, offered up his thoughts. Hey, at least he said "with all due respect" first.</p><p class="ui-droppable"><span>"Clowney?s hit ? with all due respect to the officials, you?ve got old guys (officials) out there with bifocals on trying to identify in a split second who lowered their head first."</span></p><p class="ui-droppable"><span>Controversy is brewing?despite the good intentions?well before the first questionable call is made and game-changing ejection takes place. Many are bracing for the absolute worst, while others see this as a necessary move.</span></p><p class="ui-droppable"><span>Then there is Fitzgerald, a former All-American linebacker sporting a football pedigree matched by few, tossing around a soccer solution for one of his game?s biggest problems.?</span></p><p class="ui-droppable"><span>?Our young men have an opportunity to play 48 games and maybe a few more if they?re lucky,? Fitzgerald said. ?Taking away one game can be significant.?</span></p><p class="ui-droppable"><span>Put aside the soccer disdain if such contempt exists, and for many of you, it likely does.?</span></p><p class="ui-droppable"><span>This is not an attempt to somehow transform football into futbol but rather to use its guidelines to discourage certain behavior. That?s the purpose of a yellow card. It serves as one free pass before the individual?and team?suffers the consequences, and it discourages repeating such actions.</span></p><p class="ui-droppable"><span>?Say the hit wasn?t malicious and there wasn?t an intent to injure, but, by definition, it was a high hit,? Fitzgerald said on providing warnings for targeting. ?The next time you do it for the rest of the season, you?re going to lose a game.?</span></p><p class="ui-droppable"><span>Fitzgerald didn?t go on to outline a full campaign for a yellow card movement, but the intent behind this idea is clear: Provide a small window of error for players (and officials) before minutes are taken away.</span></p><p class="ui-droppable"><span>Let?s not stop there. With so much gray area on what constitutes targeting, a warning?along with ample time to review postgame?could soften the pressure off those now tasked with making an impossible call in real-time.</span></p><p class="ui-droppable"><span>This, of course, is all a hypothetical solution to an assumed problem.</span></p><p class="ui-droppable"><span>It?s assumed that the new targeting rule will fail, that ejections will be rampant and rulings will be inconsistent. Perhaps this won?t be the case, although the rushed evaluation isn?t the appropriate way to tackle a complex issue.?</span></p><p class="ui-droppable"><span>Adding yellow cards?or blue cards, or an orange towel or whatever would serve as a warning sign?is merely another solution to throw on the top of a growing pile. The U.N. peacekeepers deployed here did their best to paint over the independence slogans emblazoned on the concrete wall surrounding one of the main polling stations in this contested city, the epicenter of last year's rebellion against Malian rule. The white paint they used wasn't thick enough though, and the slogans were still legible to the voters who lined up outside.</p> <p>"Mali is the cause of our problems," said one. "Why should we remain colonized when we have all we need to be independent?" said another.</p> <p>Only a timid trickle of residents in <span class="yshortcuts" id="lw_1375048243235_2">Kidal</span>, a city at the feet of the Sahara desert, showed up to vote Sunday in Mali's first <span class="yshortcuts" id="lw_1375048243235_6">presidential election</span> since last year's coup and subsequent rebellion, and as polls closed numerous precincts turned in ballot boxes that didn't have so much as a single vote.</p> <p>Those voting in Kidal are among a minority of people in this vast province, spanning an area the size of Iowa, who recognize Mali as their legitimate ruler. And even those who chose to come with the intention of voting were often unable to cast their ballots because of the various technical glitches which have plagued the hastily-organized poll.</p> <p>The vote is meant to be a new beginning for a country that was once an example of democracy in West Africa. Officials fear, however, that the legitimacy of the election will be undermined by low <span class="yshortcuts" id="lw_1375048243235_4">voter turnout</span>, technical lapses that prevented people from voting, and the contested status of Kidal where the rebels remain in control of numerous government buildings. If the results are not accepted, they fear it could fuel a future rebellion.</p> <p>Mohamed Ag Sidi squatted on the ground and tried to find his name on the voter list outside one polling booth in Kidal. The metallic door on which the list had been posted was torn down overnight by the punishing desert wind, and election officials had put the torn pieces of paper on the floor, held in place by rocks. In the rush to hold the election, the government printed voter ID cards with only the name of the voter and not the address of the <span class="yshortcuts" id="lw_1375048243235_3">polling station</span> where they're expected to vote.</p> <p>A 64-year-old woman arrived well before the opening time, and unlike many others, found her name on the list. She was assigned to Polling Station No. 3. But after traipsing across the complex, she failed to find No. 3, only No. 2 and No. 4.</p> <p>"I know only of the nation of Mali, and that's why I came to vote," said the woman, Fatina Walet Alitine, a member of the Tuareg ethnic group, whose members have led four rebellions against the state in the past half-century.</p> <p>She pointed to a group of young Tuareg men who were loitering inside the grounds of the polling station, all members of the National Movement for the Liberation of the Azawad, or NMLA, the separatist movement that launched the most recent rebellion last year, seizing and briefly holding a France-sized chunk of northern Mali, which they declared was the new Tuareg nation of Azawad.</p> <p>"They told me that if I vote, they'll break my arms," she said. "So I said, 'Well, then you better break my arms.'"</p> <p>The <span class="yshortcuts" id="lw_1375048243235_8">Tuareg rebellion</span> set off a chain reaction of events which plunged this once stable country into ruin. Soldiers in the faraway capital, angered by the government's inept handling of the insurgency in the north, mutinied, overthrowing the democratically elected president in March of 2012. The country has been without a legitimate leader since then, and the election Sunday is supposed to return the nation to constitutional rule.</p> <p>A total of 6.8 million people registered to vote in this nation of nearly 15 million. They are choosing from 28 candidates on the ballot, including veteran politician Ibrahim Boubacar Keita, known by his initials IBK, a former prime minister as well as the ex-president of the country's parliament, as well as Soumaila Cisse, an ex-finance minister and Dramane Dembele, the candidate of the country's largest political party.</p> <p>In the southern half of the country including in the capital, voter turnout appeared to be far higher, reflecting the north-south split which has bedeviled Mali since its independence from France 53 years ago. It was then that the Tuaregs, the lighter-skinned nomads of the north, petitioned their colonial ruler, asking to be granted their own territory separate from the rest of Mali. They pointed to the linguistic, cultural and racial differences which have long made them distinct from the black ethnicities that make up the Malian majority, said Ambeiry Ag Rhissa, the acting head of the NMLA rebel movement in Kidal.</p> <p>"We had nothing in common with Bamako," he said, referring to Mali's capital located 950 miles (1,500 kilometers) away to the south. "And we have had nothing but problems since then."</p> <p>By late afternoon as polls started to close, it was apparent that voter turnout in Kidal was dismally low. In some precincts</p> <p>As the late afternoon dragged on and it became apparent that turnout was dismal, officials showed up and began pressuring poll workers sitting next to empty ballot boxes to artificially inflate turnout, said several witnesses.</p> <p>In one school consisting of cement cubes for classrooms, election workers had fallen asleep, splayed on the bunks, after waiting all day for voters who never showed. In Polling Station No. 003, out of 101 <span class="yshortcuts" id="lw_1375048243235_5">registered voters</span>, zero had shown up. A few doors down in No. 006, the president of the polling station Hamidou Djiga had started filling in the final tally sheet, circling in "0," and "0," and "0'' for the number of votes per candidate after not a single one of the 234 voters had cast a ballot. "Not one showed up," he said. "Not even a single 'Bonjour.'"</p> <p>Poll worker Abdoulaye Mohamed was sitting in Polling Station No. 27, where there were zero votes for 467 registered voters, when the region's prefect arrived, he and other witnesses said.</p> <p>"I was there when the prefect came in and told us to fill in 10 ballots ourselves and put it in the ballot box," said Mohamed, representative of the country's election commission. But there may be an answer inspired by the unlikeliest of mediums: animated GIFs.</p> <p>Redux, maker of the popular video discovery app of the same name, last week launched Riffsy, a free iPhone and iPad app that it claims brings together the best features of animated GIFs with social sharing options. The app finds short, repeating video clips, or Riffsys, and lets you share them with your friends. It also has an online editing tool that easily creates Riffsys from online videos.</p> <p>To be clear: Riffsy isn?t powered by animated GIFs; it?s just replicating the looping clips we?ve grown to love from that format. Riffsy?s clips are actually fast-loading streaming videos on the web and mobile (although they do get transcoded to animated GIFs for e-mail).</p> <p>The immediate appeal of Riffsy isn?t hard to explain. It?s easy to get mesmerized with all the short clips, and the app encourages you to share the clips across iMessage, e-mail, Twitter, and Facebook.? It?s well positioned to be a go-to service for self expression with your friends.</p> <p>But Riffsy?s true genius is a bit more subtle: The clips typically link back to an original video, which could be something on YouTube or a purchase page on Amazon.</p> <p>By tapping into the magic of the addictive yet seemingly immature animated GIF (something that the mobile video sharing app Vine also takes advantage of), Riffsy could give content makers the best way yet to advertise their content on the web. It?s also easy to see how Riffsy?s technology could spice up video discovery for services like YouTube and Netflix (imagine a YouTube homepage alive with choice clips or a Netflix page showing off choice scenes from movie trailers).</p> <p>?In our view, the biggest problem with video discovery was that the actual process of discovery was really shitty,? said David McIntosh, Redux?s president and founder, in an interview with VentureBeat. ?Our solution was to let content creators take a premium piece of content and create a riff on that.?</p> <p>Indeed, Riffsy?s current progress shows McIntosh has tapped into something powerful: The short clips have been viewed 20 million times in Riffsy?s first three weeks online. McIntosh says 93 percent of people using the Riffsy iPhone app are sharing videos through iMessage, while only 6 percent are sharing with Facebook.</p> <p>Before launching the iPhone app last week, Riffsy was also a part of the launch campaigns for <em>Arrested Development</em>?s new season on Netflix and <em>Dexter</em>?s latest season on Showtime. For <em>Arrested Development</em>, Riffsy generated more than a million views and tens of thousands of clicks back to Netfix?s landing page for the show in the first day of its campaign. It?s easy to imagine how Riffsy can grow as more properties use it.</p> <p>Using short flash videos in ads is nothing new for media companies, but Riffsy opens up the potential for fans to actually share clips, which their friends will likely pay more attention to than a typical banner ad.</p> <p>McIntosh tells me that Redux will soon implement Riffsy?s technology in its video discovery apps, which are now available on more than 100 million connected devices, including Google TV and the PlayStation 3.
