Serbia Wants Kosovo Talks at Technical Level :: Balkan Insight

Aleksandar Vulin, the Head of the Government Office for Kosovo, says the talks with Kosovo will be technical rather than political in nature, and that they would focus on energy and telecommunications.

He also stressed that Serbia is waiting for "the other side" before starting the talks, which he described as "a two-way street?.

EU-mediated talks between Belgrade and Pristina started in March 2011 with the aim of normalising relations between the two countries, both of which share a desire to join the EU one day.

The two sides have reached deals on trade, freedom of movement, the cadastral registry, mutual recognition of university diplomas, border control management and on the representation of Kosovo at regional meetings.

But not all of the agreements have been implemented.

Vulin asserted that this government, unlike the previous one, maintained good communications with the Serbs in Kosovo, and was regularly harmonizing issues with them.

"There will be neither negotiations nor a platform if the Serbs from Kosovo do not have their say about it," he was quoted as saying.

Vulin said that Serbia's platform on Kosovo would be presented to the public shortly.

?The main points were set down in President Tomislav Nikolic's speech at the UN General Assembly, and what he said to [EU High Representative Catherine] Ashton, and all the concrete proposals and ideas will be derived from that,? Vulin said.

Vulin visited the Kosovo Serbs on Monday and said that the conditions under which the Serbs lived were "hellishly difficult".

According to Vulin, the problems of the Serbs in Kosovo stem from the economy and violence, while their biggest problem was security.

He noted that Serbia was already working on the economic issues, and those related to documentation, adding that the government is going to work to improve the conditions for school children, including their transport to school, and on securing the electricity supply in Serb-run northern Kosovo in the forthcoming months.

U.S. breaks up alleged Russian high-tech smuggling network

WASHINGTON (Reuters) - The Justice Department said on Wednesday it had broken up an elaborate network aimed at illegally acquiring U.S.-made microelectronic components for Russian military and spy agencies.

Federal prosecutors in Brooklyn, New York unsealed an indictment charging 11 alleged participants in the network, as well as companies based in Houston, Texas, and Moscow, with illegally exporting high-tech components from the United States to Russian security agencies. U.S. officials did not identify the American companies from whom the components were bought.

Prosecutors also charged Alexander Fishenko, an owner and executive of the Texas and Moscow companies, with operating in the United States as an unregistered agent of the Russian government by purchasing high-tech goods subject to strict U.S. export controls due to their potential use in military systems.

Two law enforcement officials said that Fishenko and seven alleged associates were being held in custody by U.S. authorities in Houston. One of the defendants was scheduled to appear in court on Wednesday in Houston, and the others on Thursday.

It was not known if they had yet entered any pleas, one of the officials said late on Wednesday. He said that prosecutors expected to ask for those arrested to be transferred to the custody of federal authorities in Brooklyn.

Three other individuals charged in the indictment are currently in Russia, the official said.

As an adjunct to the indictment, the U.S. Commerce Department's Bureau of Industry and Security also issued an 82-page document adding 164 individuals and companies to a U.S. export control database known as the "entity list."

This list requires that export licenses be obtained from U.S. authorities before certain U.S.-made commodities are shipped to the named individuals.

The department alleged that these companies and individuals received, transshipped or otherwise facilitated the export of controlled technology to Fishenko and the other defendants facing indictment in the case.

EXTENSIVE SURVEILLANCE

A court document made public by prosecutors outlined further details of the government's case against those charged.

It alleged that Fishenko used a Houston company called Arc Electronics to acquire U.S.-made technology for Russian government agencies, including the Russian armed forces and Russia's principal domestic intelligence agency, the Federal Security Service or FSB, a successor to the Soviet-era KGB.

According to the document, among electronic components that the procurement network sought were microcontrollers, microprocessors, static random access memory chips and analog-to-digital converters. Prosecutors claim that such items can be used for a wide variety of sensitive military and intelligence purposes, including radar and surveillance systems, missile guidance systems and detonation triggers.

During the U.S. investigation of the alleged procurement network, which began in July 2010, the U.S. government had engaged in extensive court-approved surveillance of the email and telephone communications of those arrested, the document says.

Prosecutors say that among items collected during the investigation were a letter in which an electronics production laboratory operated by the FSB allegedly complained that certain microchips - purchased from Arc in Houston through an affiliate of Fishenko's Moscow company - were defective and needed to be replaced.

Prosecutors say that when the Russia-based affiliate received the letter from the Russian intelligence agency, it forwarded it to Arc in Houston seeking replacements for the microchips.

At one point, in an effort to show their activities were innocent, Arc told Americans it had approached that it manufactured traffic lights, a U.S. official said.

Hey folks, Matt Adler here. I recently got the chance to speak with Shawn Kirkham, Director of Business Development for Skybound Entertainment, Robert Kirkman?s Image Comics imprint, which puts out hit series like the Walking Dead, Invincible, as well as other series by Kirkman and creators he has recruited. Shawn provides some background on Skybound, their projects, their plans for the upcoming New York Comic Con, and even brings in Skybound?s newest recruit, editorial director Sean Mackiewicz, to answer a few questions. Enjoy!

MATT ADLER (MA): Now you are the Director of Business Development for Skybound? what does that job entail?

SHAWN KIRKHAM (SK): It's a little bit of everything, actually. From marketing, licensing, helping find new companies to partner with whenever we dream up how we would like to expand our branding, to running conventions, overseeing our webstore, our social media, our website, just a little bit of everything.

MA: You probably get this question a lot, but are you any relation to the artist Tyler Kirkham?

SK: Actually, no! It's kind of funny, I do hear that I look like Robert and we have a similar last name, so at conventions there's a lot of confusion ... people ask if I'm his brother, and then having Tyler's last name as well, sometimes it causes a little more confusion. Tyler and I shopped at the same comic store for a while, and I would actually get his artist's discount because I would say my last name, and they'd go, "Oh are you Tyler?" And I would say "Yes!"

MA: (laughs)

SK: It helped save me a couple of bucks here and there.

MA: (laughs) That's pretty good. So how would you describe what Skybound looks to do as an imprint, that sets you apart from other imprints and publishers?

SK: Well, Robert has a very keen eye on talent as you can see from the stuff he's put out over the years. So he knows what he's looking for, in projects to put out, whether it be THIEF OF THIEVES, or WITCH DOCTOR or our upcoming CLONE book ... these are stories that he really thinks that the fans, comic buyers out there, need to take a look at, and by bringing them into the Skybound fold, it helps increase their visibility. And then we also have other aspects that we can help them with, in terms of editing, introducing artists to writers and vice-versa, promoting and creating awareness for their books in every form of media. It's all about really just telling a good story.

MA: Your previous editorial director, Sina Grace, recently stepped down to focus on his writing, and Sean Mackiewicz has taken over that role. How did Sean come to Skybound?

(Shawn calls over Skybound's new editor)

SEAN MACKIEWICZ (SM): I was recommended to Robert. Once we got on the phone, it seemed this partnership with Skybound was going to work out well.

MA: Have you gotten to know each other pretty well in that time?

SK: Yeah, Sean's a really good dude. I look forward to hanging out on his home turf for New York Comic Con.

MA: So from your perspective, what does Sean bring to the books?

SK: Sean brings a new eye, a fresh look at everything. Sina had been here from the start and had taken gentle care with everything, and was really attentive, and Sean, having worked for DC in editorial, he brings in some larger systems and larger themes of editorial.

MA: In a relatively short period of time, Skybound has been able to assemble a number of different talented creators, many of whom we haven't seen elsewhere. How do you find these guys?

SK: Robert has his finger on the pulse of what's going on in the comics world. He's always paying attention to new, upcoming artists and writers, and we always tend to look for things that he enjoys and that he likes. The guy knows a LOT of stuff about comics, and he doesn't rest. He's always paying attention. He has a pretty amazing eye and his success has proven that.

MA: As you mentioned, Skybound is coming out with a new series, CLONE. What can you tell us about that?

SM: CLONE focuses on Luke Taylor who comes home one day to discover a man who looks exactly like him, bleeding out on his kitchen floor. From there it?s a non-stop conspiracy thriller: Someone?s tying up loose ends on an illegal cloning project and now Luke and all the rest of the clones must die. It?s written by David Schulner, who?s the executive producer of NBC?s upcoming DO NO HARM, and illustrated by Juan Jose Ryp, who draws action sequences with so much intensity it pops off the page.

MA: What can you tell me about your plans for the New York Comic Con?

SK: Well, for the New York Comic Con we've got some really great things lined up. We've got a couple of panels that Robert's going to be taking part in; the Skybound feature panel, in which we discuss our upcoming titles, and we have some special guests from the Skybound books there. Then there's also the Kirkmania panel where Robert takes questions from the crowd. Two days later, on October 16, St. Martin's Press will release THE ROAD TO WOODBURY, the sequel to THE WALKING DEAD: RISE OF THE GOVERNOR novel that that Robert and Jay Bonansinga did last year.

MA: You're debuting two new hardcovers at the NYCC -- THE WALKING DEAD Hardcover Compendium and the THIEF OF THIEVES Hardcover, Volume 1 --- what do these hardcovers include?

SK: Well, THE WALKING DEAD Hardcover Compendium is a Red Foil version; it's similar to the one that we had for the San Diego Comic Con, which was the Gold Foil version. We sold out in San Diego, and we wanted to make sure that the East Coast fans and anyone who couldn't attend San Diego Comic Con had a chance to get a cool hardcover.

MA: THIEF OF THIEVES is one of your higher-profile new series, and I understand it's been optioned by AMC. How did that come about?

SK: In Robert's relationship with AMC, they were able to take a look at what he had planned for it, and they decided that they wanted first dibs on his next project because Skybound, Image and AMC have all had so much success with THE WALKING DEAD. Of course Robert and AMC would want to continue working together.

MA: The book was designed with a rotating team of writers in mind; what kind of role does Robert play on the series?

SK: Well, Robert and the lead story arc writer discuss the overall story for the series and they jointly plan out the execution of each writer's work on their arc.

MA: You mentioned the relationship with AMC; how has the success of THE WALKING DEAD TV show impacted Skybound?

SK: You can definitely see that awareness of THE WALKING DEAD as a brand has increased ... I mean, sales for the books have increased monthly in comics shops and the trades are always on the bestseller list. Last season, the Monday after the finale, THE WALKING DEAD Compendium Vol. 1 was #1 on Amazon's overall book list, beating out HUNGER GAMES and FIFTY SHADES OF GREY. It was the top book in the country for that day, which is pretty amazing to see.

MA: Are you personally excited about the upcoming season?

SK: I'm really pumped, actually. There's some pretty awesome stuff but that's for Robert and Glen Mazzara to discuss.

MA: You've recently launched a spinoff of INVINCIBLE, GUARDING THE GLOBE. Are there any thoughts about doing a spinoff of THE WALKING DEAD?

SK: Robert has actually said multiple times that THE WALKING DEAD will only ever be just this one comic book. He's got the novels which expand upon THE WALKING DEAD universe a bit, but there's only gonna be one THE WALKING DEAD comic.

MA: What are you most looking forward to coming up for Skybound?

SK: Well, I think the release of CLONE is one of the things I'm really excited about. It's a really cool book. I'm a HUGE fan of Juan Jose Ryp's art, and I think it's gonna be something that catches some people off guard. We've got a couple of other books in the pipeline that I can't really mention now, but I'm very excited about. And then of course THE WALKING DEAD-- I haven't been this pumped about THE WALKING DEAD in years, and I'm ready to see what terrors and horrors Negan is gonna lay out on our friends. I think it's going to be pretty brutal.

MA: Very cool. Well, that's about all the questions I have for you, but I really want to thank you for taking the time to talk with me.

SK: No problem.

SAN FRANCISCO (AP) ? Yahoo CEO Marissa Mayer gave birth to a boy late Sunday, shining a spotlight on her ability to steer the struggling Internet company in a new direction while adjusting to the challenges of being a first-time mother.

The birth came a week ahead of the Oct. 7 due date that Mayer shared with the public in July. She announced her pregnancy on her social networking accounts just a few hours after Yahoo hired her as its third full-time CEO in less than a year.

The pregnancy news amplified the buzz about Mayer's defection from Google Inc., where she spent 13 years as a key executive overseeing some of the services that helped to drag down Yahoo.

Yahoo's decision to anoint a soon-to-be mom as its CEO was hailed as a breakthrough for women seeking to prove men aren't the only ones who can balance a high-powered executive lifestyle and early parenthood.

The attention surrounding Mayer's pregnancy and the birth of her child intensifies the pressure as she tries to engineer a long-awaited turnaround at one of the Internet's best-known companies. Although Yahoo's website remains one of the Internet's top destinations, the company's revenue has fallen in recent years. At the same time, it fell behind online search leader Google and online social networking leader Facebook Inc. in the race to build compelling services and sell more advertising.

The birth of Mayer's boy comes three weeks before the CEO will share her blueprint for infusing Yahoo Inc. with new life. She plans to make her first extensive public remarks about her strategy in the company's third-quarter earnings call scheduled for Oct. 22.

Mayer, 37, intends to work from home for a brief period while remaining involved in all key company decisions. She will return to her office at Yahoo's Sunnyvale, Calif. headquarters in one to two weeks, company spokeswoman Anne Espiritu said.

No matter how much Mayer may have prepared for her baby's arrival, she is likely to be surprised by some of the difficulties that torment working moms, predicted Kim Smith, a partner with Witt/Kieffer, an executive recruitment firm that has worked with other mothers who have time-consuming jobs.

"You can't chart out what it's like to be a mom," Smith said. "The hardest thing to manage is the unforeseen physical and emotional demands that it places on you when you are striving to be in two places at exactly the same time."

The baby boy and Mayer are doing "great," according to Twitter post Monday morning by Mayer's husband, Zack Bogue, a former lawyer turned Silicon Valley capitalist.

The couple hadn't named the boy as of early Monday. Mayer took some time out early Monday to send out an email to some of her friends and colleagues soliciting suggestions for a name.

"She's crowdsourcing suggestions for Baby Boy Bogue's name!" tweeted New York University journalism professor and blogger Jeff Jarvis, one of the recipients of Mayer's group email "How digital can you get?"

Although she has shared few specifics of her plans for Yahoo, Mayer has indicated she intends to ramp up spending to attract talented employees and burnish Yahoo's products in an effort to keep Web surfers on the company's website for longer periods of time. Analysts also believe she may pursue acquisitions with a portion of the $4.3 billion after-tax windfall that Yahoo is getting in exchange for selling half its stake in Chinese Internet company Alibaba Group.

At about the same time Mayer returns to the office, she will start working with a new chief financial officer, Ken Goldman, whose hiring was announced last week. He is replacing Tim Morse, a cost-cutting specialist who apparently no longer fit in with Mayer's future plans for Yahoo.

Yahoo shares fell 15 cents to close at $15.83. The price has been hovering in $15 to $16 range since Mayer's hiring.
