Arizona Wildfire Prompts Evacuation Of 50 Homes

YARNELL, Ariz. ? A fire information officer says 19 firefighters are unaccounted for while battling the Yarnell Hill Fire.

The newspaper reports that one of the firefighters has been located.

The Yavapai County Sheriff's Office has notified residents in the Peeples Valley area and in the town of Yarnell to evacuate.

Earlier, the fast-moving fire prompted evacuations of 50 homes in the Buckhorn, Model Creek and Double A Bar Ranch areas about 85 miles northwest of Phoenix.

The Red Cross said opened a shelter at Yavapai College in Prescott.

The Yarnell Hill Fire now covers nearly 2,000 acres, according to the newspaper.

The fire started Friday but picked up momentum Sunday as the area experienced high temperatures, low humidity and windy conditions.

A fast-moving wildfire burning in a central Arizona community has led the evacuation of at least 50 homes that are threatened by the blaze, and by Sunday afternoon, authorities had asked even more residents to leave.

The wildfire also forced the closure of about 15 miles of state Route 89, the Arizona Department of Transportation announced. The department did not have an estimate of how long the closure would last but advised drivers to use U.S. 93 or Interstate 17 as alternate routes.

Fire information officer Mike Reichling said earlier Sunday that no homes had been lost in the fire northwest of the Yavapai County community of Yarnell.

Early estimates put the number of evacuated homes at 120, but the number was downgraded by officials closer to the fire.

Reichling says the blaze was within a mile of some homes but was burning away from them.

The Yarnell Hill Fire prompted evacuations in the Model Creek, Buckhorn and Double A Bar Ranch areas about 85 miles northwest of Phoenix. The blaze also was within 200 yards of the Model Creek School.

Crews cleared brush and did other work around the evacuated homes to help guard against the fire.

On Sunday afternoon, the Yavapai County Sheriff's Office called residents in the Peeples Valley area and in the town of Yarnell, telling them to evacuate.

The wildfire started Friday and picked up momentum Sunday, covering 300 acres, as the area experienced high temperatures, low humidity and windy conditions.

Two hundred firefighters are now working at the fire, but an additional 130 firefighters and more water- and retardant-dropping helicopters and aircraft are on their way.

The Sheriff's Office said the Red Cross has opened a shelter at Yavapai College in Prescott.

In another Arizona fire, a 2-acre blaze that started at a motorcycle salvage yard and spread to a trailer park has destroyed five mobile homes in the Gila County community of Rye, located more than 130 miles east of Yarnell.

Gila County Health and Emergency Services Director Michael O'Driscoll said no one was injured in Rye.

The fire was ignited Saturday night at All Bikes Sales located off Highway 87. It spread to neighboring federal Forest Service land but was fully contained within 12 hours of its start.

The cause of the fire is under investigation.

Seven adults and two children were staying at a shelter set up for people who were evacuated, the Red Cross said.

5 dead in northern China murder-suicide following fight between former in-laws

BEIJING ? China's state-run news agency says a man killed four members of a family, including a 7-year-old boy, before committing suicide in an apparent feud between former in-laws.

The Xinhua News Agency says the 60-year-old man, identified only by his surname, Zhao, went to the home of a man surnamed Zan, whose daughter had once been married to Zhao's son, late Saturday evening. It says Zhao then killed Zan and Zan's wife, daughter-in-law and grandson with a hammer and kitchen knife he brought with him.

Xinhua says Zhao then called home to tell his family he'd obtained vengeance, before killing himself at the scene.

The news agency says the families had feuded after their children's divorce, but gave no other details about the incident in the Hebei province city of Botou.

Starbucks reports UK loss, pays no tax for 2012

LONDON (Reuters) - Starbucks, whose thin tax payments in Britain provoked a backlash against corporate tax avoidance when revealed by Reuters, paid no tax for the year to September 30, 2012.

The coffee giant's main UK subsidiary reported its 15th straight annual loss at its UK stores in accounts filed on Friday.

Reuters revealed in October that Starbucks reported consistent UK losses while telling investors the British unit was profitable and promoting managers of the unit within the group.

Friday's accounts showed a UK loss of 30 million pounds ($46 million), down from the 32 million pounds loss it reported for the previous year, helped by a 4 percent rise in turnover to 413 million pounds.

The company cited challenging economic conditions and a competitive UK coffee market, although the accounts show profits were also undermined by a royalty for the use of the Starbucks brand of 26 million pounds.

This is paid to an affiliate in the Netherlands, where Starbucks has negotiated what it said was a very low tax rate.

The UK unit also paid 2 million pounds in interest to affiliated companies, the accounts showed.

Following widespread criticism from politicians and the picketing of stores, Starbucks said it would pay or pre-pay around 10 million pounds a year in taxes in 2013 and 2014.

The company said it would not take tax deductions for certain intercompany payments such as the royalty fee, interest payments and the 25 percent mark up on coffee beans that is paid to a Swiss-based Starbucks coffee purchasing unit.

Starbucks recently paid 5 million pounds to the UK tax authority as the first installment of its 2013 tax bill, British media reported earlier this month.

Starbucks declined immediate comment.

Obama's environmental nominee in jeopardy from Senate Republicans

WASHINGTON (Reuters) - President Barack Obama made a plea this week for the U.S. Senate to confirm his choice to head the agency that will oversee the core of his new climate change plan, but nominee Gina McCarthy's prospects seem increasingly in doubt.

McCarthy was nominated by Obama in March to lead the U.S. Environmental Protection Agency where she is currently the top air quality official.

She has yet to receive a vote in the full U.S. Senate after narrowly being approved by the Senate Committee for the Environment and Public Works on a party-line vote.

In his speech Tuesday laying out a climate action plan, Obama said McCarthy was well qualified for the job and has bipartisan credentials. The Senate should confirm her "without any further obstruction or delay," Obama said.

McCarthy has worked for several Republican governors, including 2012 presidential candidate Mitt Romney when he was governor of Massachusetts. She was seen by many as a choice that could work with lawmakers from both parties.

But many Republicans are bitterly against proposed new regulations from the EPA on coal-fired power plants and could seek to block McCarthy's confirmation.

"Sad to say, but I think (Obama) may have effectively sacrificed her confirmation," said Manik Roy, vice president for strategic outreach for the Center for Climate and Energy Solutions.

McCarthy has received public support from industry representatives and environmental groups alike for her ability to navigate political divisions.

Roy and other analysts have said opposition to her confirmation has less to do with her and more to do with ideological opposition to regulation.

Republican Senator Roy Blunt maintains a hold on her nomination over a river project in his state, while members of the Senate environmental committee continue to press McCarthy and the EPA over the transparency of the agency's emails and the economic analysis that goes into its rulemaking.

Reaction by some Senate Republicans to Obama's climate plan signal a tough fight for McCarthy.

Republican Senator John Barrasso said regulations targeting coal-powered plants will strangle the economy. And he suggested McCarthy had lied when asked at her confirmation hearing in April about the agency's plans to regulate existing power plants.

"The agency is not currently developing any existing source greenhouse gas regulations for power plants," McCarthy told the panel.

Speaking on the Senate floor, Barrasso said, "She has recently reported to the Senate that the things the president is talking about today are things she has known nothing about. So either she was ignorant about what's going on at EPA, a place where she's been an assistant director for the last four years, or she is arrogant.

"Either way, I think this tarnishes her chances of being approved by the Senate, tarnishes her nomination."

Senator Barbara Boxer, the Democrat who chairs the environment panel, told reporters last week that she will lead a public campaign for McCarthy.

Roy said that even if the current acting administrator, Bob Perciasepe, stays on in his role, McCarthy will be able to take the lead on Obama's climate agenda.

Allison Macfarlane, another member of Obama's energy team, was confirmed by the Senate on Thursday to a full term as chairwoman of the U.S. Nuclear Regulatory Commission, which she has led since July 2012.

It has been amazing to witness the fast food-worker strikes that have swept the country in the past few months. It started in New York in late November with a one-day strike against fast-food chains like McDonald's and Wendy's and has spread to St. Louis, Chicago, Detroit and Milwaukee.

Hundreds of hard-working men and women have staged one-day walkouts to demand better wages and the right to form a union. Their courage -- and that of car wash workers, domestics and others who have been fighting for better pay and working conditions -- is truly awe-inspiring.

One of the most shocking things that the workers have complained about is that their employers have been cheating them out of their full pay. These aren't isolated incidents.

A recent report commissioned by Fast Food Forward found that 84% of fast food workers surveyed said their employers had committed at least one form of wage theft in the past year. Wage theft includes failure to pay minimum wage, non-payment of overtime or being forced to work without pay either before or after their regular shift.

Wage theft in any industry is outrageous, but it is especially despicable in the $200 billion fast-food business, where some companies reap tens of millions of dollars in profits. Wendy's, for example, reported a net income of $26.39 million on revenues of $629.88 million in the fourth quarter of 2012 alone. The current median pay for fast food workers is $8.77 an hour, according to the Bureau of Labor Statistics.

And wage theft is not just an issue in the fast food industry. According to Make the Road NY, close to 80% of the car washes in the city are guilty of wage and hour violations. A campaign spearheaded by New York Communities for Change in Brooklyn has resulted in settlements totaling nearly $1 million in back wages for supermarket workers.

State Attorney General Eric Schneiderman is taking on the issue by issuing subpoenas to one fast food parent company and looking at some franchisees here in New York City and taking on car wash owners as well.

To his credit, the attorney general has been cracking down on employers who exploit low-wage
workers by taking civil or criminal action against some two dozen companies found to have violated labor laws. It is important that these investigations continue vigorously and that any company found to have engaged in wage theft or other labor violations be prosecuted, civilly or criminally, to the fullest extent of the law.

Now the New York City Council is focusing on the issue. On June 27, the City Council is holding on a hearing on wage theft in the fast food industry.

Finally, after months and years of organizing, our elected officials are hearing us - the lowest-paid workers in New York need a raise.

But even that is not enough.

After 12 years of Bloomberg administration policies that favor businesses over workers -- such as opposing legislation that would provide paid sick leave and prevailing wages for all workers -- our next mayor must be fully committed to policies that fight poverty and create economic justice for all workers.

That means the next mayor must ensure that companies that engage in wage theft don't have a place here in New York. The next mayor must change contracting and subsidy policies so we don't roll out the welcome mat to these types of companies.

Businesses that engage in wage theft should be denied city contracts -- and those that have contracts, as do some car wash firms -- should lose those deals if they do not comply with labor laws.

It is one thing for businesses to make a healthy profit -- it is quite another for them do it on the backs of the hard-working people who make those profits possible.

Delaware Gun Bill Defeated In State Senate

DOVER, Del. -- A bill that would have expanded the ability of Delaware authorities to prohibit people with mental health issues from having guns was defeated Thursday in the state Senate even after being revised to placate the National Rifle Association and other critics.

Senators voted 13-to-6 Thursday to reject the measure, which was pushed by Delaware Attorney General Beau Biden. His father, Vice President Joe Biden, has been spearheading the administration's efforts to expand background checks and pass other gun restrictions since the mass shooting last December at a Connecticut elementary school that left 26 dead.

The Delaware legislation had cleared the House with only one dissenting vote.

"I'm very disappointed. This was a commonsense piece of legislation," Beau Biden said. "... I can't explain what happened today in the state Senate."

The bill had been pulled from the Senate agenda Tuesday, but Rep. Michael Barbieri, the chief sponsor, said he was unaware of any problems prior to Thursday's Senate vote.

"I'm pretty shocked, especially since we compromised on our side" said Barbieri, D-Newark. "I thought we had appeased everybody, including the NRA."

After successfully pushing for an amendment to raise the standard of proof for taking away someone's guns, the NRA took a neutral stance on the bill, neither endorsing nor opposing it. The NRA had said it would oppose the bill unless the standard of proof for declaring a person dangerous was changed from "a preponderance of evidence" as initially written, to "clear and convincing evidence."

"We no longer consider the bill a significant threat to law-abiding gun owners," NRA lobbyist Shannon Alford told the Senate.

But lawmakers said they received several calls in opposition to the bill just prior to the vote.

"Today, our phones were flooding," said Senate sponsor Margaret Rose Henry, a Wilmington Democrat. "... It was a grassroots effort at the last minute that really threw things off."

The bill would have required mental health providers, including licensed school counselors, to call police if they believed a person posed a danger to himself or others. Police would investigate and would refer the case to the attorney general's office if they believed the person shouldn't have access to a gun.

The attorney general's office could then ask a judge to prohibit the person from buying or possessing a gun. The judge also could order the seizure of any guns that the person owns.

But some critics feared the legislation would infringe on the rights of law-abiding citizens to possess firearms and make it difficult for them to get their guns returned. Some lawmakers also expressed concern that the legislation could discourage people from seeking mental health treatment for fear that their firearms could be seized.

"I think it went beyond what was correct in being able to confiscate someone's guns," said Senate Minority Leader Gary Simpson, R-Milford.

Beau Biden described the bill as a direct response to mass shootings such as the movie theater massacre in Aurora, Colo. The suspect in that shooting, which left 12 people dead and 70 injured, was being seen by a psychiatrist before the attack.

Said Biden: "I'm not giving up on this."

Effects work on Daniel Radcliffe's 'Horns' Shipped to Contractor as Newbreed struggles (Exclusive)

LOS ANGELES (TheWrap.com) - Struggling visual-effects studio Newbreed will have to ship out work on the upcoming Daniel Radcliffe horror film "Horns" to another company, TheWrap has learned.

"Horns" producers Mandalay Pictures and Red Granite Pictures have yet to decide what company will be awarded the additional work.

The Montreal-based Newbreed is enduring a severe cash crunch as it tries to refinance its debt, according to an individual with knowledge of the company's finances. The cash flow difficulties have left many Newbreed employees unpaid for weeks and resulted in an exodus of talent.

A recently departed employee speculated that Newbreed has completed about 80 percent of the work it was contracted to do - but much of the effects it has created have yet to be approved by Red Granite and Mandalay.

"We don't have the same staff as before," Newbreed President Josee Lalumiere told TheWrap. "We are looking together with Mandalay to send some shots elsewhere. It's been too tight to deliver the work, due to a lack of resources because of our situation."

Lalumiere said that Newbreed, which at one point employed roughly 70 staffers and freelancers, now has 40 employees. However, the recently departed employee said that the number had shrunk to 10 employees.

Newbreed was awarded 200 shots on "Horns," and the initial delivery date was pushed from May to July, Lalumiere said. The horror film centers on a young man (Radcliffe) who wakes up with horns after his girlfriend dies mysteriously. It is scheduled for release on October 11, 2013.

"We're in business with Newbreed and wish them well," Mandalay Pictures President Cathy Schulman and Red Granite Vice-Chairman Joey McFarland said in a statement to TheWrap. "But due to our schedule, we need to move some work."

The recently departed employee said that Lalumiere has been telling employees for weeks that Newbreed's cash flow situation will improve once it lands new contracts, but it has lost out on bids for several high-profile projects such as "X-Men: Days of Future Past."

Lalumiere admitted to TheWrap that recent reports of unpaid workers have impacted Newbreed's ability to attract new business.

"Articles about it create an insecure situation," she said.
