His music is well known, but his talent and passion for photography is bursting onto the scene. A comprehensive overview of the Canadian-born rock star?s works from the past decades opens at the NRW-Forum in D?sseldorf.

The new photography exhibit at the NRW-Forum in D?sseldorf, ?Bryan Adams ? Exposed,? February 2 -- May 22, 2013, puts a spotlight on the rock star?s other beloved art form. This is the first showing of the collection in Germany.

The exhibit spans decades of Adams? work in photography, a passion that begun as a teenager in the mid 1970s with photographs of everyday things and people, such as his mother, girlfriend, piano, and parking lots. As his fame as a musician and his worldview grew, so did his subjects, which included many of the celebrities he was around, like Amy Winehouse, Mick Jagger, Michael Jackson, Mickey Rourke in a bathtub, or Dustin Hoffman wearing a suit and fishing in the sea. The direct access he had to many celebrities makes his portraits highly intimate studies, some of which are photographic icons in their own right. A portrait of Queen Elizabeth II he took at her golden jubilee in 2002 later appeared on a Canadian stamp.

The new exhibit includes about 150 of Adams? celebrity portraits, as well as a completely new series of work: raw and provocative portraits of injured British soldiers returning from their duty in Afghanistan and Iraq.


Adams -- known for such major hits from the mid 1980s such as ?Straight from the Heart,? ?Run to You,? ?Summer of ?69,? and nominated for many major music awards including the Academy Awards, Grammy, and Golden Globe Awards, most recently in 2007 for the song ?Never Gonna Break My Faith? for the film ?Bobby? -- is co-publisher of Zoo Magazine, a photography magazine he founded in Berlin in 2004. In 2012, he won the Lead Award in the category ?portrait photo of the year? for his portrait of Mickey Rourke, the second time he won this award.

After its showing at D?sseldorf?s NRW-Forum, the exhibit will go on a world tour of major museums.

Strauss-Kahn, NY hotel maid reach agreement in sex case

NEW YORK (AP) ? Former International Monetary Fund chief Dominique Strauss-Kahn and a hotel maid who accused him of trying to rape her have reached an agreement to settle her lawsuit, likely ending a legal saga that forced the onetime French presidential contender's resignation and opened a floodgate of accusations against him, a person familiar with the case said Thursday.

Details of the deal, which comes after prosecutors dropped related criminal charges last year, weren't immediately known and likely will be veiled by a confidentiality agreement. That could prevent the two from speaking publicly about a May 2011 encounter that she called a brutally sudden attack and he termed a consensual "moral failing."

Lawyers for Strauss-Kahn and the housekeeper, Nafissatou Diallo, made the as-yet-unsigned agreement within recent days, with Bronx Supreme Court Justice Douglas McKeon facilitating that and a separate agreement to end another lawsuit Diallo filed against the New York Post, said the person, who spoke to The Associated Press on the condition of anonymity to discuss the private agreement. A court date is expected next week, though the day wasn't set, the person said.

Strauss-Kahn lawyer William W. Taylor III declined to comment. Lawyers for the housekeeper didn't immediately respond to phone and email messages.

Diallo, 33, and Strauss-Kahn, 63, crossed paths when she arrived to clean his luxury Manhattan hotel suite. She told police he chased her down, tried to yank down her pantyhose and forced her to perform oral sex.

The allegation seemed to let loose a spiral of accusations about the sexual conduct of Strauss-Kahn, a married diplomat and economist who had long been dubbed the "great seducer." He now faces charges linking him to a suspected prostitution ring in his home country.

With DNA evidence showing a sexual encounter and Diallo providing a gripping description of an attack, the Manhattan district attorney's office initially said it had a strong and compelling case. But within six weeks, prosecutors' confidence began to ebb as they said Diallo had lied about her past ? including a false account of a previous rape ? and her actions after leaving Strauss-Kahn's room.

Diallo, who's from Guinea, said she told the truth about their encounter. But the district attorney's office dropped the charges in August 2011, saying prosecutors could no longer ask a jury to believe her.

Diallo had sued Strauss-Kahn in the meantime, with her lawyers saying she would get her day in a different court. Strauss-Kahn called the lawsuit defamatory and countersued her for $1 million.

Her lawsuit against the Post concerned a series of articles that called her a prostitute and said she sold sex at a hotel where the Manhattan DA's office had housed her during the criminal case. The News Corp. newspaper has said it stands by its reporting; a spokeswoman declined to comment Thursday.

In helping resolve the cases, McKeon averted what could have been an ugly court drama.

Strauss-Kahn initially said he had diplomatic immunity, an argument the judge turned down in May. Strauss-Kahn's lawyers had since asked McKeon to throw out part of her claim for other legal reasons. Court records show the judge had yet to rule on that and several other legal issues, and it appeared that a high-stakes step ? depositions, or pretrial questioning under oath ? had not yet been taken. Depositions can give both sides information and a better picture of how strong the key parties and other witnesses might be in court.

While the vast majority of civil cases end in settlements, some legal observers were surprised that the deal between Strauss-Kahn and Diallo came before the legal arguments were resolved.

"I really expected it to go a little farther," said Matthew Galluzzo, a criminal defense lawyer and civil litigator who has been following the Strauss-Kahn case closely.

Still, the case likely had taken a toll on both Diallo, a single mother of a teenage daughter, and Strauss-Kahn, who has found himself plagued by accusations of sexual misconduct that further tarnished his reputation. The Socialist had been seen as a potential leading candidate for the French presidency before his New York arrest.

In France, judges are to decide by Dec. 19 whether to annul charges linking him to a suspected prostitution ring run out of a luxury hotel in Lille. He acknowledges attending "libertine" gatherings but denies knowing that some women present were paid.

In August, a separate case against Strauss-Kahn, centered on allegations of rape in a Washington, D.C., hotel, was dropped after French prosecutors said the accuser, an escort, changed her account to say she wasn't raped.

Soon after Strauss-Kahn's arrest in New York last year, French writer Tristane Banon accused him of attempting to rape her during an interview in 2003, a claim he called imaginary and slanderous. Prosecutors said they believed the encounter qualified as a sexual assault, but the legal timeframe to pursue her complaint had elapsed.

Strauss-Kahn has separated from his wife, journalist and heiress Anne Sinclair, who stood by him through the allegations in New York. The two said they were filing a lawsuit this summer against a French magazine, citing invasion of privacy, for reporting they had split, but Sinclair later acknowledged it was true.

The New York Times first reported the agreement between Strauss-Kahn and Diallo.

Stocks sharply pared losses on Wednesday after U.S. House Speaker John Boehner said he was optimistic that a deal on the "fiscal cliff" to avert large tax hikes and spending cuts could be reached.

After falling nearly 1 percent, the S&P 500 pared losses to trade near flat after Boehner said that Republicans were willing to put revenues on the table if Democrats agreed to spending cuts.

For weeks now, the market has been swinging back and forth on headlines out of Washington regarding the ongoing U.S. budget talks.

Later in the day, President Barack Obama will meet at the White House with chief executives from top corporations including Goldman Sachs , Deloitte LLP, and Caterpillar Inc , to discuss U.S. fiscal problems.

"While there's little that the president and vice president could do at today's meeting to improve moods in America's corner office, we still believe a legislative compromise will be reached before 'fiscal cliff' detonates," said Jack Ablin, chief investment officer at BMO Private Bank.

"In the meantime, we expect daunting headlines and emotional market volatility."

First Thoughts: Both parties manage expectations on 'fiscal cliff'

One possible result of the deficit reduction talks is a rise in the tax rate on dividends, prompting some firms to issue special dividends or move up plans for dividends.

The latest example is retailer Costco Wholesale Corp , which said it will pay a special $3 billion dividend to investors. The company posted monthly same-store sales that beat forecasts. The stock rose 4.7 percent to $101.07.

The Dow Jones industrial average was up 3.38 points, or 0.03 percent, at 12,881.51. The Standard & Poor's 500 Index was down 1.73 points, or 0.12 percent, at 1,397.21. The Nasdaq Composite Index was down 5.10 points, or 0.17 percent, at 2,962.69.

Earlier, the S&P 500 fell nearly 1 percent on data that showed U.S. single-family home sales fell in October, casting a shadow over what has been one of the brighter spots in the U.S. economy.

Knight Capital Group Inc shares jumped 10 percent to $3.27 on news that Getco LLC has sent a proposal for a merger between Getco and Knight Capital at a price of $3.50 per share, according to a regulatory filing.

On the downside, Apple Inc shares fell 1.3 percent to $576.80, weighing heavily on the overall market.?

For some feathered dinosaurs, bigger not always better

ScienceDaily (Nov. 27, 2012) ? Every kid knows that giant carnivores like Tyrannosaurus rex dominated the Cretaceous period, but they weren't the only big guys in town. Giant plant-eating theropods -- close relatives of both T. rex and today's birds -- also lived and thrived alongside their meat-eating cousins. Now researchers have started looking at why dinosaurs that abandoned meat in favor of vegetarian diets got so big, and their results may call conventional wisdom about plant-eaters and body size into question.

Scientists have theorized that bigger was better when it came to plant eaters, because larger digestive tracts would allow dinosaurs to maximize the nutrition they could extract from high-fiber, low-calorie food. Therefore, natural selection may have favored increasing body sizes in groups of animals that went meatless.

Three groups of giant feathered theropods from the Cretaceous period seemed to follow that rule of thumb -- the biggest specimens were also the plant-eaters. Lindsay Zanno, research assistant professor of biology at North Carolina State University and director of the Paleontology & Geology Research Lab at the North Carolina Museum of Natural Sciences, and Peter Makovicky, associate curator of paleontology at the Field Museum in Chicago, decided to see if diet was the determining factor when it came to size. Makovicky notes that "Having three closely related lineages of dinosaurs adapting to herbivory over the same geological time span and showing evidence of increasing size provided a near perfect test case."

Zanno and Makovicky estimated body mass for 47 extinct species of feathered dinosaur, representing three major groups that abandoned a strictly meat-eating diet -- ornithomimosaurs ("bird-mimics"), oviraptorosaurs ("egg-thieves"), and the bizarre therizinosaurs ("scythe-lizards"). Most species in these lineages also possessed a toothless beak, three-toed feet, and shorter tails than your average dinosaur, making them look a lot like modern birds.

All three groups evolved gigantic proportions: the largest oviraptorosaur weighed over 7,000 pounds, and the biggest ornithomimosaurs and therizinosaurs topped out at over 13,000 pounds. "The largest feathered dinosaurs were more than 100 times more massive than your average person," says Zanno. "The reality is that for most of us, it is downright difficult to imagine a feathered animal of gigantic proportions."

The researchers also found that average body mass did increase in these groups over time (on average, the earliest members were smallest and the last species to evolve were among the largest). But this simple correlation didn't indicate whether large size was an evolutionary advantage.

To test whether these groups were being driven to get bigger by natural selection, Zanno and Makovicky fitted different evolutionary models to the data, looking to see which model best described the patterns of body mass from ancestor species to descendant species. They found that these theropod groups were experimenting with different body masses as they evolved, with some getting bigger, while others were getting smaller. In short, there was no clear-cut drive to get big -- size seemed to provide no overwhelming advantage during the evolution of these animals.

The researchers' results appear in Proceedings of the Royal Society B.

"Results of our study don't rule out diet as affecting body mass, but do seem to indicate that fluctuating environmental conditions over time were trumping the benefit of becoming a giant," Zanno says. "The long and short of it is that for plant-eating theropods, bigger wasn't always better."

"Where resources permitted, these animals could get as big as elephants, but that clearly was not the case in all environments and time periods," says Makovicky. "Factors such as resource abundance and competition with other herbivores likely played a more significant role." He added that uneven sampling in the fossil record, such as preferential preservation of smaller species in earlier time periods and larger species in later ones, could also impact the results.

China considers easing family planning rules

BEIJING (Reuters) - China is mulling changes to its one-child policy, a former family planning official said, with government advisory bodies drafting proposals in the face of a rapidly ageing society in the world's most populous nation.

Proposed changes would allow for urban couples to have a second child, even if one of the parents is themselves not an only child, the China Daily cited Zhang Weiqing, the former head of the National Population and Family Planning Commission, as saying on Wednesday.

Under current rules, urban couples are permitted a second child if both parents do not have siblings. Looser restrictions on rural couples means many have more than one child.

Population scholars have cited mounting demographic challenges in their calls for reform of the strict policy, introduced in 1979 to limit births in China, which now has 1.34 billion people.

Zhang said the commission and other population research institutes have submitted policy recommendations to the government.

Zhang, who now serves on China's congressional advisory body, said any changes if adopted would be gradual.

"China's population policy has always taken into account demographic changes but any fine-tuning to the policy should be gradual and consider the situation in different areas," China Daily cited Zhang as saying.

The relaxed policy might be implemented first in "economically productive regions" and places that have followed closely existing regulations, the paper said.

Demographers warn that the one-child policy has led to a rapidly greying population that could hamper China's future economic competitiveness. Critics say it also has fuelled forced abortions and increased social tensions stemming from an imbalance in the number of boys and girls born.

Though forced abortions are illegal in China, officials have long been known to compel women to have the procedures to meet birth-rate targets.

Earlier this year, debate over the country's strict family planning rules erupted after a woman in the northwestern province of Shaanxi was forced by officials to abort her seven-month pregnancy.

Fight in-house fraud by knowing who?and what?to watch for ...

employee stealing moneyThere are plenty of ways for organizations to lose money?bad business decisions, tough competition, fickle markets. But TheHRSpecialist.com often highlights one of the most unexpected and insidious fiscal perils: employees who steal. A few recent cases:

  • A civilian employee of the Marine Corps in North Caro??lina used a government credit card to steal $74,000.
  • A Pennsylvania health care executive set up a series of shell companies to invoice his hospital. For 12 years, he pocketed the checks, taking $1.7 million.
  • The comptroller of a Florida nonprofit skimmed $1.6 million in withholding from employees? paychecks, leaving the organization?s budget in tatters.

U.S. businesses annually lose an average of 6% of revenues to employee fraud and theft, and smaller businesses are even more vulnerable. It?s well worth it to focus security efforts on stopping in-house thieves.

Here?s a sketch of whom and what to watch out for.

Who are those masked men (and women)?

Position: Low-level workers commit 68% of all workplace fraud, more than managers (34%) and execs (12%).

Tenure: Long-term employees tend to steal more. Two reasons: They?ve likely advanced to higher positions and they?ve earned their supervisors? trust.

Gender: Men commit only slightly more workplace fraud (53%) than women (47%). But men take nearly three times more than women when they steal.

Age: Nearly half of perpetrators of workplace fraud are over age 40. And older employees, typically because of their higher rank, collect more in their scams.

Background: Workplace con artists typically don?t have criminal backgrounds (83% have clean records), but they do feel underpaid and unhappy on the job.

Most common scams

More than two-thirds of all occupational fraud involves some form of fraudulent disbursement of funds. Here are the top five categories to watch out for:

  • Billing schemes in which an employee submits invoices for fake goods (pocketing the check) or to pay for personal items.
  • Payroll fraud involving bogus claims for additional hours, or manipulation of an employee?s rate of pay.
  • Expense reimbursement scams that rely on fake or inflated business expenses.
  • Check tampering in which an employee forges, alters or steals a company check.
  • Register schemes that let retail employees make false entries on a cash register to conceal stealing cash.

The last time the Giants manhandled the Packers, outside linebacker Clay Matthews made it worse by saying the Packers beat themselves in the playoff meeting.

After last night?s demolition, there was no doubt about who did what to whom.

But the Packers took their 38-10 beating and chose to file it away as one of 16, not attaching any global significance to it.

?It?s one game,? Packers quarterback Aaron Rodgers said, via Jason Wilde of ESPNMilwaukee.com. ?Had a good opportunity to put ourselves in a better position than we?re in right now and didn?t do that. We?re going to be disappointed watching this film. [But] we have to move on. We?ve got to get a couple things shored up. When you win five in a row, everybody?s happy but, like I said last year during the [undefeated] run, there?s things that kind of go under the radar that need to be handled. Sometimes it takes a loss to handle those things.

?Now, that being said, I?ve never been on the side of this kind of loss before. But I know if you play long enough that at a certain point you will. Hopefully, we?ll remember this feeling and not let this kind of embarrassment to happen again. We?re better than this. We?re going to regroup.?

The Packers have shown at different points that they can be better than this, but until they show it against the Giants, the questions with linger.

New York?s strength is its pass-rush, and as presently constructed, the Packers can?t slow that down. And if Rodgers is on his back, he can?t pass.

Rodgers threw for 219 yards, with 61 of them coming on a first-quarter touchdown to Jordy Nelson. After that, Rodgers absorbed five sacks, and was seemingly chased out of the pocket on half his snaps.

?We were thoroughly beaten this evening. Congratulations to the New York Giants,? coach Mike McCarthy said. ?We were beaten in every facet, really starting with myself. I feel when your team performs that way, it starts with the head coach. . . .

?I think this is a game that really makes everybody look inside and find out what you?re about. I believe in what we?re about as a football team. I haven?t felt like this probably since the first game I coached as a Green Bay Packer head coach. We were beaten very thoroughly tonight. It doesn?t taste good. It doesn?t feel good.?

It was the biggest margin of defeat since a 35-7 loss to the Bears on Dec. 23, 2007, and the worst loss during the Rodgers era, surpassing a 51-29 loss to the Saints on Nov. 24, 2008.

So no amount of defecting was going to change that stark reality.

Bin Laden movie "Zero Dark Thirty" based on first-hand accounts

LOS ANGELES (Reuters) - The makers of a Hollywood movie about the U.S. operation to kill Osama bin Laden denied asking for classified material for their film, but say they did conduct interviews with a CIA officer and others at the heart of the decade-long hunt for the al Qaeda leader.

"It was all based on first-hand accounts so it really felt very vivid and very vital and very, very immediate and visceral of course which is very exciting as a filmmaker," Kathryn Bigelow, director of "Zero Dark Thirty," told ABC News in an interview airing on Monday.

Bigelow and screenwriter Mark Boal said in a "Nightline" interview that they were originally working on a film about the failed bid to find bin Laden in the Tora Bora mountains of Afghanistan during the U.S-led invasion there in 2001.

But their plans changed swiftly after U.S. President Barack Obama announced in May 2011 that a Navy commando unit had killed bin Laden in a compound in Pakistan.

"I picked up the phone and started calling sources and asking them what they knew and taking referrals and knocking on doors and really approached it as comprehensively as I could," Boal told "Nightline" according to an advance excerpt.

"I certainly did a lot of homework, but I never asked for classified material," he said. "To my knowledge I never received any."

The release of "Zero Dark Thirty" - seen as a strong contender for Oscar nominations - was pushed back to December after the film got caught up earlier this year in a U.S. election year controversy.

The U.S. admiral who oversaw the secret operation in May denied a claim that the Obama administration arranged for Bigelow and Boal to be given special access to top officials while researching their movie.

The film reconstructs the hunt for bin Laden largely through the eyes of a young female CIA officer, played by Jessica Chastain, who helps find him through a long-forgotten courier. Obama only makes a fleeting appearance in the film.

"It was a couple of months into the research when I heard about a woman, part of the team, and she has played a big role and she had gone to Jalalabad and been deployed with the SEALs on the night of the raid," Boal told ABC News reporter Martha Raddatz in the "Nightline" interview.

While some of the dialogue is word for word and based on interviews with the young CIA officer and others, some of the dialogue is dramatized, said the Oscar-winning makers of 2008's "The Hurt Locker," about a U.S. Army bomb disposal team during the Iraq War.

The assault on bin Laden's Pakistan compound was recreated as accurately as possible, using a full-scale version built in Jordan. The floor, the tile, the carpet, the furniture and the marks on the walls were copied from images seen in ABC News footage that Bigelow said they reviewed frame by frame.

"Zero Dark Thirty" opens in U.S. movie theaters on December 19. Nominations for the 2013 Academy Awards are announced on January 10 ahead of the February 24 Oscar ceremony.

Springfield, Massachusetts, blast blamed on gas company worker

(Reuters) - A utility worker who punctured a natural gas line caused an explosion in a Massachusetts city last week that injured 18 people, a city hall spokesman said on Sunday.

Investigators have found that the Columbia Gas of Massachusetts worker breached the high-pressure line with a probe as he checked for the source of a gas smell on Friday at a downtown Springfield strip club, said Tom Walsh, a spokesman for Mayor Domenic Sarno.

The area rapidly filled with gas fumes and was evacuated. The source of the gas odor and what sparked the explosion itself were unknown, he said.

More than 40 buildings were damaged in the blast. Eighteen people were hurt, none seriously.

Walsh spoke after a news conference on the source of the blast that included Sarno, State Fire Marshal Stephen Coan, the Springfield bomb squad and the Department of Public Utilities.

Columbia Gas of Massachusetts, a unit of NiSource Inc, will open a claims office in Springfield on Monday, Walsh said.

A Columbia Gas spokesman was not immediately available to comment.

BERLIN (AP) -Hoffenheim's worst start to a Bundesliga season continued Sunday in a 2-1 loss at home to Bayer Leverkusen, increasing the pressure on coach Markus Babbel.

"I know what I'm doing, the manner of my work. We're going to keep working on it," Babbel said. "The quality is there, but it's another thing to produce it on the pitch."

The visitors took the lead in the 15th minute, when Hoffenheim's defenders failed to clear the ball. Three Leverkusen players headed the ball on before Lars Bender finally poked it past Koen Casteels.

It became 2-0 in the 38th, when Daniel Carvajal cut past a Hoffenheim defender, played a one-two with Andre Schuerrle, rounded the goalkeeper and scored his first Leverkusen goal from a tight angle.

"Perhaps we were too confident when it was 2-0. In the end we were lucky to win," Bender said.

Hoffenheim improved drastically after the break and deservedly pulled one back in the 59th when Fabian Johnson's shot took a deflection past the helpless Bernd Leno.

Schuerrle then struck the crossbar with a free kick in the 66th, before another from Gonzalo Castro landed on the roof of Casteels' net.

Halftime substitute Schipplock should have equalized in the 74th when he fired over with only the goalkeeper to beat after Roberto Firmino set him up.

"The team never gave up, never let the heads drop. The chances were there. Unfortunately we couldn't use them," Babbel said.

Hoffenheim occupies the relegation play-off place after its seventh loss in 13 games, while Leverkusen consolidated fifth.

Augsburg squandered the lead against Borussia Moenchengladbach in a 1-1 draw that leaves it bottom.

Sascha Moelders opened the scoring with a header over Marc-Andre ter Stegen in the fifth, and he ended the first half by striking the post.

SHOULD the Cebu City Government dream high or aim for the achievable?

This was the central discussion yesterday during the first budget hearing where members of the local finance committee met with the Council.

City Treasurer Emma Villarete admitted that the City will not meet the P386-million estimated revenue from real property taxes this year.

During the cutoff last Oct. 31, the City collected only P280 million, with an estimated P50 to P60 million more until the end of the year. There will still be an expected shortfall of about P50 million.

Despite that, the local finance committee projected it can collect P560 million from real property taxes in 2013.

?Let?s be realistic,? said Councilor Noel Wenceslao, who also asked for a historical data on the annual increase in real property tax collections. It turns out that the growth rate is only five percent per year, but the 2013 project presents a 45 percent increase.

Villarete explained that the collection is based on the assessment of real property made by the City Assessor?s Office. City Assessor Eustaquio Cesa affirmed the amount.

Cesa said there are new buildings assessed every year and this year, a number of buildings were completed at the IT Park in Lahug.

Councilor Jose Daluz, though, said budgeting is about expenditure and not about the estimates, so the City should ?aim high.?

?We can have a high target because budget is about expenditure. We can just temper the expenditures,? said Daluz.

Councilor Margarita Osme?a said she is confused why the local finance committee has high estimates for some revenue sources and low for others.

One example of the latter is in other local taxes, like business taxes, community tax certificates, professional and occupational taxes, amusement taxes and transfer certificates. From these, the committee projected to reach P900 million this year.

However, actual collection as of Oct. 31 has reached P928 million, three percentage points above the target for this year.

With the start of tax mapping implemented by the City Treasurer?s Office, the City is
expected to collect over a billion by the end of the year.

In the proposed budget, the committee projected to collect P1.2 billion from other local taxes.

The City also overshot collection targets in license fees, collecting P141 million so far this year, from the P100 million proposal. For next year, the local finance committee projected to collect P150 million.

Another shortfall for the City is in its business and service income, which includes collections from clearances and certifications; garbage, medical, dental, laboratory, and terminal fees, among others.

While the City estimated to collect P350 million this year, only P132 was collected.

The committee also projected to raise P450 million from the same revenue source next
year.

?Why are you conservative in some but bold in others?? asked Osme?a about the projections of the committee.

?In the executive, we have our own definition of conservative. While we have a target, there are things that we still need to achieve so we need Council support. Before we came here we also did our homework, which the estimate is based on,? said City Administrator Jose Mari Poblete.

It is no secret that the executive and legislative have not seen eye-to-eye since Mayor Michael Rama bolted from the Bando Osme?a Pundok Kauswagan (BOPK) group of Rep. Tomas Osme?a, which dominates the Council.

Councilor Osme?a agreed that the executive and legislative should work together, but lamented that in many cases, the Council has not been included in consultations.

She said this happened when the executive conducted a series of activities with multi-sectoral representatives to craft ?the people?s budget?.

The budget hearing adjourned at 4 p.m. and will resume on Monday at 1 p.m., still with the local finance committee defending the sources of funds for the P6.7-billion proposed 2013 budget.

Villarete was directed to bring documents to support the revenue sources including comparative collection of the City Government in the past five years.

Nemo, with its ravishing underwater fantasia, manages to trump the design glamour of earlier Pixar films.

Detail is what holds your attention from frame to frame: the panorama of soft and hard corals, the different textured sea bottoms, the undulating seaweed, and the schooling sardines that look flashy and real as can be.

I don't exactly worship Pixar, but "Finding Nemo" is truly a great film.

Gill is Platoon's Sgt. Elias if he'd survived Sgt. Barnes' treachery and returned to civilian life weary and hard-bitten from his experiences. And also a fish.

Finding Nemo 3D is a quality post-conversion experience that successfully enhances the 2003 film's original standout visuals.

The 3D gives the images a little more depth but they already had heft and weight. The 3D is a money-making gimmick, nothing more.

A great blend of storytelling and technology.

It's downright curmudgeonly to remain focused on the negatives when the rest of the picture is saturated with invention and wit.

It's bright, it's beautiful and it hasn't aged a day. So why, then, do we need to see it in 3-D?

A rare example of a movie that not only survives its 3-D conversion but benefits from it

It was as funny as I remember and brilliant because it is subtle. It just knocks it out of the park. I love everything about this movie, one of my favorite Pixar movies of all time, 5/5 Schmoes. The new sound/3D adds to the greatness that is Nemo.

If you're fishing for fun in an ocean of movie mediocrity, grab the kids or the grandkids, fork out a few extra bucks and see this one in three-dimensions.

It's a great movie, so much fun, an acheivement that should be enjoyed by children of all ages and worth seeing it in 3D.

Sea-worthy w/enhanced visual lure and rich, humorous characters set in a double narrative; this 3D revisit allows us to fall overboard all over again.

If ever there was a film that wasn't broke, this is it. So naturally they converted it into 3D for a special re-release this weekend. (Stupid irony.)

I believe my sensitivity to certain creative choices of the picture has dulled some, while age has opened my eyes to its complex relationships and tireless sense of exploration.

Clean energy decision is delayed

The government has published details of its long-awaited Energy Bill designed to keep the lights on, bills reasonable and emissions down.

The bill will provide ?7.6bn towards low-carbon electricity infrastructure by 2020, which energy firms welcomed.

But the Lib Dems' hopes of banishing gas from the electricity system almost completely by 2030 will not be met.

The decision about setting carbon emission targets for 2030 has been delayed until 2016, after the election.

Environmentalists condemned the bill, saying it would make it very hard to meet the UK's law on climate change.

Details of the bill were announced late on Thursday although the bill itself will not be published until next week.

Crudely speaking, the bill has been a battleground between Chancellor George Osborne, who favours gas-powered generation, and the Liberal Democrats, who want clean energy.

The chancellor is adamant that gas will help keep down power bills in the future. He and the Treasury want flexibility in energy choices.

But the Lib Dems want to banish gas from the electricity system almost entirely by 2030 to reduce CO2 emissions in line with the Climate Change Act. (Gas will be needed as a back-up).

They say this will also keep power bills down overall by reducing the UK's exposure to volatile gas prices in a power-hungry world.

Lost the battle

On-going uncertainty over energy strategy has infuriated the firms that are expected to invest more than ?100bn to renew the UK's decaying energy infrastructure by 2020.

It is clear from the announcement that the Lib Dems have lost the battle over the clean energy target. In a compromise, the principle of the target will be attached to the bill, but details will not be decided until 2016.

The delay will not just make it hard for the UK to meet its long-term emissions targets under the Climate Change Act, it will also infuriate firms wanting to build factories manufacturing offshore wind turbines in the UK, because they want long-term certainty that there will be a market for their goods.

This decision runs counter to the resolution at the Lib Dem party conference.

As part of the negotiations, the chancellor has agreed to fund clean energy until 2020, almost matching the amount the advisory committee on climate change said would be needed to meet emissions targets (?8bn in 2020).

The committee estimated that that amount would add about ?110 a year to household energy bills by 2020.

"This is a durable agreement across the coalition against which companies can invest and support jobs and our economic recovery," said Energy and Climate Change Secretary Ed Davey.

"The decisions we've reached are true to the Coalition Agreement. They mean we can introduce the Energy Bill next week and have essential electricity market reforms up and running by 2014 as planned."

But Labour criticised the government's failure to set an emissions target for electricity for 2030.

"It is outrageous that on the day Ed Miliband committed to a tough cut in Britain's carbon levels by 2030, George Osborne and Ed Davey abandoned their target," said Caroline Flint, shadow energy and climate change secretary.

"This is a humiliating failure by the Liberal Democrats and a betrayal of David Cameron's promise to be the greenest government ever."

On Thursday, Labour leader Ed Miliband visited Whitelee wind farm outside Glasgow, which is Europe's largest onshore windfarm.

He endorsed the advised target of 50g CO2 per KiloWatt hour for 2030 and said that mixed messages from the coalition government were endangering the future of the renewable energy industry.

'Bill derailed'

Environmental groups have also criticised the government's announcement.

"By failing to agree to any carbon target for the power sector until after the next election, David Cameron has allowed a militant tendency within his own ranks to derail the Energy Bill," said John Sauven, executive director of Greenpeace.

"It's a blatant assault on the greening of the UK economy that leaves consumers vulnerable to rising gas prices, and sends billions of pounds of clean-tech investment to our economic rivals."

But Energy UK, which represents the energy industry, welcomed the measures.

"This agreement is good news and we look forward to seeing the details of the bill," said Angela Knight, chief executive of Energy UK.

"We are pleased to see that the levy control framework means that the UK will be building new power stations, including nuclear and renewables. This is a huge investment and must bring forward the jobs and economic growth that the UK needs."

There are many more fragments to come in the energy jigsaw.

Decisions on the way subsidies from bills will be shared between nuclear and various renewable technologies will be made later.

Key decisions on how to ensure there are enough gas power stations to keep the lights on when the wind is not blowing will be announced alongside the chancellor's autumn statement.
